Your Excellency, Mr President,

A Time For Systematic Actions By Your Administration.

The unfortunate grave security situation in which Nigeria has found itself would, ordinarily, have called for convocation of a Sovereign National Conference, SNC.
A Sovereign National Conference is, were it possible, the easiest, fastest and most effective way of solving the current challenges of unprecedented insecurity the Nigerian State has been thrown into.

Many Critics have often described the 1999 Constitution of the Federal Republic of Nigeria as a document imposed on the citizens at the convenience, inconsideration and insensitivity of a Nigerian Military Junta led by an Hausa/Fulani Military Head of State, General Abdulsalami Abubakar, in the overall interest of the North, especially the North-West.

The Constitution is skewed in such a way that amendments to sensitive items such as;
(1) Creation of States,
(2) State Police,
(3) Fiscal Federalism, and so on, are almost impossible.

On a point of reality, thinking of a Sovereign National Conference in Nigeria’s contemporary context will be an uphill task, as it is not provided for in the 1999 Constitution.

As it is today, insecurity has almost overwhelmed the Nigerian State. In many parts of the North-East, Boko Haram Insurgents are in control and citizens pay taxes to them. No reasonable Nigerian can contemplate going to places like Mongonu, Bagga, Doro, Bama or Ashigashia to do anything because those places may not actually be in the effective control of the Nigerian State.

Frequency of kidnap of school children, mainly Christians, in the North has more than trippled. Security personnel, including Officers as highly trained and developed as Generals in the Nigerian Army, are butchered with ease. Yet, nothing happens!

In Katsina State in the North-West, a State that had produced two Presidents of the Federal Republic of Nigeria; Muhammadu Buhari, and Musa Yar’adua, the indigenes and residents are caged in bondage because of insecurity. Their loyalty is no longer to the Government of the Federal Republic of Nigeria but to Islamist terrorists!

In all these, the stand of the Northern Establishment is rife in precariousness. Out of 19 States in the North, 12, contrary to the 1999 Constitution of the Federal Republic of Nigeria, operate the Sharia Criminal Law system. When indigenous Hausa Moslems or Christians are slaughtered in the North by Fulani jihadists, Fulani leaders would not condemn it. To them, it should be the normal!

The question is, what exactly do Northern (Fulani) Moslems want in Nigeria? Are they still having the illusion that they can overrun Nigeria and make it an Islamist country, and, by so doing, enslave all other Nigerians, in fact, the indigenous Peoples of Nigeria?

Their acts of barbarism should not be allowed to continue. Equity Global Reporters Ltd, believing that if nothing radical is done that Nigeria would become completely a failed State and that could lead to any untoward development, calls on the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria to consider sending Executive Bills to the National Assembly to give effect to the following;
(1) Creation of State Police,
(2) Creation of 6 additional States,
(A) I in the North-Central
(B) 1 in the North-East
(C) 2 in the South-East
(D) 1 in the South-South, and
(E) 1 in the South-West,
(3) Provision of Fiscal Federalism, and
(4) Insertion in the Constitution a provision of Force Majeure, so that any group of people that considers it good to opt out of the Federation could, based on an internationally observed referendum, pull out of the Federation, like the case of defunct Union of Soviet Socialist Republics, USSR.
